The Bishop of Hong Kong was mentioned at a meeting today between the Department (Mr. Gent, Mr. Paskin and myself), the Unit (Mr. MacDougall and Mr. Rowell) and C.A.4. (Colonel L.M. Taylor). Mr. MacDougall wished the Bishop to be commissioned in the Unit in order that he might be available in Hong Kong at the earliest possible moment. The general feeling was, however, that there were obvious disadvantages in such a course, even if it were accepted by the War office. It was agreed, however, that the Bishop would be able to make a valuable contribution to the restoration of normal life in Hong Kong, particularly in the field of relief and it was, therefore, important that he should enter the Colony as soon after its liberation as possible. With regard to my minute of the 22nd June above, the question of whether or not we should press for the services of Colonel Ride in the Civil Administration during the military period was discussed very fully recently at a meeting at which both the Foreign Office and M.I.2 (Colonel Molony) were present. See record of this meeting on special care file - "B.A.A.G".

The position of Mr. Rowell depends upon the recommendations put forward by Mr. MacDougall when the war establishment has been finally decided.
